Operative Dossier Creation Protocol

Elena Nightshade, Syndicate Training Division Chief, Stardate 2342.7

Every legend starts as a nobody with the right combination of desperation, skill, and opportunity. Your operative's past shapes their future—choose wisely, because in this business, your history is your destiny.

Before you can run jobs in the shadows of the galaxy, you need to understand exactly what kind of weapon you're wielding. Every successful operative is forged by their origins, shaped by necessity, and tempered by the choices they've made to survive. This guide will help you craft an operative with the depth and complexity needed to thrive in the criminal underworld.

Whether you're creating a character for solo adventures or supporting cast for your background jobs, follow these protocols to build an operative worthy of the Orion Syndicate's attention.

Follow these four key steps to complete your operative dossier:

  • Physical Characteristics

What does your operative look like? Their species and appearance will influence how they interact with the world around them.

  • Capabilities

What can your operative do? Define their attributes, disciplines, and specialized focus areas to determine their strengths and weaknesses.

  • Origins & Identity

Where did your operative come from? Their origins and identity will shape their motivations, skills, and connections in the criminal world.

  • Equipment

What tools does your operative carry? Their gear will support their missions and define their approach to challenges.

After following these principles, you should have everything you need to create a fully fleshed-out operative ready to take on the galaxy's most dangerous jobs.

Physical Characteristics

Viktor "Steady Hand" Kane, Risk Assessment Specialist, Stardate 2339.6

Your body is your first tool and your last weapon. Choose your heritage and appearance wisely—they'll determine how the galaxy sees you and how you see it.

First, define the physical aspects of your operative that will influence their interactions and capabilities. This will shape their appearance, species traits, and age-related experience.

Feel free to roll on the tables below or select options that best fit your vision for the operative.

Criminal Capabilities

Commander Lydia Cross, Starfleet Intelligence, Stardate 2344.8

Every criminal thinks they're untouchable until they meet someone better trained, better equipped, and serving a cause greater than profit. Your "abilities" are just another weakness we'll exploit.

The next step in crafting your operative dossier is to define their capabilities. This includes assigning values to their attributes and disciplines, as well as selecting specialized focus areas that highlight their unique skills.

Choose wisely—these capabilities will determine how your operative approaches challenges and executes missions in the criminal underworld.

Attributes

Each attribute starts at 7. Distribute 10 additional points among your attributes, with a maximum of 5 additional points in any single attribute (maximum total of 12).

  • Insight

    Perception, intuition, understanding motivations

  • Charm

    Social manipulation, leadership, persuasion

  • Resilience

    Physical and mental toughness, endurance

  • Creativity

    Improvisation, lateral thinking, adaptation

  • Timing

Speed, reflexes, knowing when to act

  • Precision

Accuracy, attention to detail, fine motor skills

Attribute Distribution Strategy

When allocating your attribute points, consider your operative's role within the crew. A tech specialist might prioritize Precision and Creativity, while a social manipulator would benefit from high Charm and Insight. Balance is key to surviving the unpredictable nature of Syndicate operations.

How Tests Work

When your operative attempts a challenging action, resolve it with a skill test using the following process:

  • 1. Dice Pool Formula: Attribute + Discipline = Target Number
  • 2. Roll Dice: Start with 2d20, then add extra dice if applicable:
    • +1 die if one of your Focus Areas applies
    • +1 die per Edge Point spent (optional resource)
  • 3. Count Successes: Each die that rolls equal to or under your Target Number counts as one success

Example: An operative with Precision 10 + Tech 3 = 13 attempts to hack a security system. Their "Electronic Infiltration" focus applies, so they roll 3d20. Rolling 8, 12, 17 gives them two successes (8 and 12 are ≤ 13).

For complete rules, see How to Play.

Special Abilities

Marcus "Ghost" Valen, Freelance Infiltration Specialist, Stardate 2341.2

Abilities separate the living from the dead. Anyone can learn skills—abilities are what you're born with, what you've bled for, or what you've stolen from those fool enough to underestimate you.

Select one special ability that provides a unique advantage to your operative. These abilities reflect advanced training, innate talent, or hard-won expertise that sets you apart from common criminals. Choose one ability that complements your Focus Areas and enhances your role within the crew.

Each special ability increases the critical success range by 1 (e.g., from rolling 1 to rolling 1-2) for tests involving that ability, making you significantly more effective in your area of expertise.

Ability Selection Guidance

Choose an ability that complements your Focus Areas and primary discipline. Tech specialists should consider abilities that enhance hacking or electronic warfare, while muscle operatives benefit from combat or intimidation abilities. Your special ability defines your reputation in the criminal underworld.

Special Abilities by Discipline

Quantum Hacker
Your understanding of quantum encryption and digital warfare surpasses conventional limits. You can bypass security systems that would stump most professionals and leave no trace of your intrusion. When performing Tech tests involving electronic infiltration or cyber warfare, you gain the enhanced critical success range. Limitation: Once per job, you can automatically succeed on any Tech test involving computer systems.

Data Ghost
You've mastered the art of digital invisibility, capable of moving through networks without leaving footprints. Your presence in electronic systems is undetectable unless someone specifically knows what to look for. When performing Tech tests involving surveillance evasion or stealth operations in digital environments, you gain the enhanced critical success range. Limitation: Once per session, you can perform a Tech test without any chance of detection or triggering security protocols.

Mission Orchestrator
Your talent for coordination and logistics transforms chaotic situations into smooth operations. You can keep track of multiple moving parts while adapting to changing circumstances in real-time. When performing Ops tests involving crew coordination or mission planning, you gain the enhanced critical success range. Limitation: Once per job, you can re-roll any failed Ops test made by yourself or a crew member you're coordinating.

Contingency Master
You always have a backup plan, and a backup for your backup. Your ability to prepare for unexpected situations has saved your life more times than you can count. When performing Ops tests involving emergency protocols or escape planning, you gain the enhanced critical success range. Limitation: Once per session, you can declare that you anticipated the current complication and prepared a specific countermeasure.

Silver Tongue
Your persuasive abilities border on supernatural, capable of convincing people to act against their better judgment. Whether through charm, intimidation, or psychological manipulation, you can bend others to your will. When performing Social tests involving persuasion or manipulation, you gain the enhanced critical success range. Limitation: Once per session, you can automatically succeed on a Social test against any single individual.

Face in the Crowd
You possess an uncanny ability to blend in anywhere, becoming unremarkable and forgettable when needed. Your talent for social camouflage makes you nearly invisible in plain sight. When performing Social tests involving disguise or identity concealment, you gain the enhanced critical success range. Limitation: Once per job, you can adopt a false identity that will fool all but the most intense scrutiny.

Shadow Walker
Moving unseen is second nature to you, whether through crowded streets or high-security facilities. Your mastery of stealth techniques makes you effectively invisible when you choose to be. When performing Recon tests involving stealth infiltration or surveillance evasion, you gain the enhanced critical success range. Limitation: Once per session, you can automatically succeed on any Recon test involving remaining undetected.

Intelligence Weaver
You excel at gathering, analyzing, and connecting disparate pieces of information to create a complete picture. Your ability to see patterns others miss makes you invaluable for reconnaissance operations. When performing Recon tests involving intelligence analysis or target assessment, you gain the enhanced critical success range. Limitation: Once per job, you can declare that you've uncovered a crucial piece of information that others missed.

Demolitions Artist
Your expertise with explosives transcends mere technical knowledge—you understand the poetry of destruction. You can create precisely controlled explosions or devastating demolitions depending on the mission's needs. When performing Engineering tests involving demolitions or structural sabotage, you gain the enhanced critical success range. Limitation: Once per session, you can create an explosive device that produces exactly the effect you intend, regardless of available materials.

System Savant
Mechanical and electronic systems speak to you in ways others cannot understand. You can jury-rig solutions from impossible odds and make broken technology function beyond its original specifications. When performing Engineering tests involving security bypass or equipment modification, you gain the enhanced critical success range. Limitation: Once per job, you can repair or modify any device to function in a way it wasn't originally designed for.

Combat Reflexes
Your reaction time in violent situations approaches superhuman levels, allowing you to act while others are still processing what's happening. Years of survival have honed your instincts to a razor's edge. When performing Tactics tests involving combat strategy or threat assessment, you gain the enhanced critical success range. Limitation: Once per session, you can act first in any combat situation regardless of circumstances.

Battlefield Commander
Your ability to lead others in dangerous situations transforms ordinary criminals into a disciplined fighting force. You can coordinate complex operations while maintaining tactical awareness of the entire battlefield. When performing Tactics tests involving crew leadership or combat coordination, you gain the enhanced critical success range. Limitation: Once per job, you can grant all crew members an additional die on their next test by providing tactical guidance.

About Critical Success Ranges

Critical success ranges determine how likely your operative is to achieve exceptional results on tests. Every rolled critical success counts as two successes, making it easier to overcome difficult challenges and impress your crew. With a special ability, your range of critical successes increases from just rolling maximum value to rolling maximum or second-highest value on the die.

Starting Equipment

Korrath "Ironbolt" Nakamura, Veteran Demolitions Operative, Stardate 2341.9

Gear doesn't make you dangerous—desperation does. But smart gear keeps you alive long enough to get desperate again. Pack light, pack deadly, and always carry more boom than you think you'll need.

Select equipment based on your operative's specialization and background:

Basic Criminal Kit

The basic kit will be provided to all operatives and includes:

  • Encrypted personal communicator

A secure device for communication with your crew and contacts. Standard encryption keeps Starfleet off your back—for now. Smart operatives add their own layers because dead operatives tell no tales.

  • Fake identification documents

High-quality forgeries that fool scanners and suspicious officials alike. Each alias comes with a backstory—memorize them or die wearing someone else's name. In this business, you're only as good as your last identity.

  • Medical supplies

Patch jobs for when professional medical care isn't an option—which in your line of work is most of the time. Learn basic field medicine or bleed out in an alley. There's no middle ground in the shadows.

Roll three d20 to determine the specific items included:

    Random Table: Basic Medical Supplies
    d20 Medical Supply Item
    1 Bandages
    2 Antiseptic wipes
    3 Painkillers
    4 Antibiotic ointment
    5 Sterile gloves
    6 Splint kit
    7 Burn treatment gel
    8 Medical tape
    9 Tweezers
    10 Scissors
    11 Cold pack
    12 Eye wash solution
    13 Thermometer
    14 Hydration salts
    15 Suture kit
    16 CPR mask
    17 Medical scissors
    18 Wound closure strips
    19 Emergency blanket
    20 First aid manual
  • Emergency credits

Every operative starts with some emergency funds for unforeseen situations. Latinum mostly talks louder than phasers, and sometimes it's the difference between a quick bribe and a slow death.

Roll d20 to determine the latinum bars on hand for emergencies:

    Random Table: Emergency Credit Roll
    d20 Bars of Latinum
    1-5 1
    6-10 3
    11-15 5
    16-18 7
    19-20 10
  • Personal weapon of choice

Choose a weapon that fits your operative's style and specialization. Your final argument when words fail and credits can't buy your way out. When everything goes wrong, this piece of steel or plasma is all that stands between you and a shallow grave.

  • Carrying case or bag

A durable and discreet bag to carry your equipment and supplies during missions. Innocuous enough to pass casual inspection, tough enough to survive firefights and emergency extractions. What you carry defines who you are.

Specialization Equipment

The following examples provide specialized equipment based on your operative's focus area. Roll d20 or choose items that fit your operative's role:

Random Table: Tech Specialist Equipment
d20 Equipment Item

Character Summary
Theron zh'Kallas represents the classic "honorable criminal" archetype - a former Starfleet security officer whose rigid moral code led him to betray the Federation when it betrayed its own ideals. His military training makes him devastatingly effective in combat, while his Andorian heritage provides clan networks and a warrior's sense of honor. However, his explosive temper and inflexible loyalty can compromise operations when his emotions override tactical thinking. Players choosing this build get a character who excels at tactical planning and combat leadership, but must navigate the tension between criminal pragmatism and personal honor.

Also it's the perfect time to add some flair to your operative's identity. Consider the following elements to round out their persona:

  • Criminal Signature: How do people recognize your work?
  • Personal Goal: What drives you beyond mere survival?
  • Greatest Fear: What could destroy everything you've built?
  • Moral Line: Is there anything you won't do for the right price?
